Which ones actually let you download without paying — and which just say they do.
"Free resume builder" is the most misleading phrase in this category. Most tools let you build for free and then ask for a card at the download step, after you have spent forty minutes on the document — which is a deliberate design, not an accident.
This page sorts them by what you can actually walk away with. The test applied throughout is simple: can you export a finished, unwatermarked PDF without entering payment details?

Best for: The most generous free tier for tracking
Genuinely generous free tier, and the tracker is the best part of the product rather than the upsell. Worth using free alongside another builder if you like its tracking better than its documents.
Best for: Free design control, with a serious caveat
Free PDF export and enormous design freedom — but Canva lays resumes out as text boxes and columns, which several applicant tracking systems cannot parse. Free is not much use if the document arrives unreadable. Fine when a human opens the file directly.

6. Zety
Best for: Free building, paid downloading
Listed here because it appears in every "free resume builder" search and it is worth knowing where the line is: building is free, downloading generally is not. The written guidance is excellent and genuinely free to read.
NavPeer's free plan and Canva both export without payment, and Google Docs templates are free entirely. Teal and Novoresume have usable free tiers with some limits. Zety and Resume.io generally require payment to download.
Are free resume builders any good?
Several are, for a straightforward search. The features you give up are usually per-application tailoring, unlimited documents, and premium templates — which matter more the more roles you apply to.
Is a free resume template from Google Docs ATS-safe?
The single-column ones generally are. Avoid any template with sidebars, tables, or text boxes — those are the layouts parsers mishandle, regardless of which tool produced them.
